County postpones decision for Castle Pines Village Sketch Plan

After listening to several hours of compelling questions and concerns from the public, the Board of County Commissioners (BOCC) continued the public hearing for Castle Pines Village Sketch Plan (SB2011-036) to April 24 at 2:30 p.m. in the Philip S. Miller building, located at 100 Third Street in Castle Rock.

The project was submitted in 2011 by Northstar Land LLC and had recently been approved by the Douglas County Planning Commission. The 31.3-acre project plans for 53 single family detached residential lots and 16.5 acres of open space. The project is located within the southeast portion of Castle Pines Village. Access for the project will be from the existing Castle Pines Drive South, near Remington Place, adjacent to the west side of I-25.

Castle Pines Village residents and the Happy Canyon Homeowners Association have raised concerns about the project’s compatibility with surrounding development, impacts on adjacent and nearby property values, disruption of wildlife habitat, the preservation of hundreds of mature pine trees, and the protection of view sheds. The public also expressed concern regarding the potential impact of traffic, from both residential trips and construction vehicles, on local roadways and the I-25 interchange at Happy Canyon Road.

Planning staff member Matthew Jakubowski said, “The applicant will be provided the opportunity [at the April 24 hearing] to respond to the various questions and concerns raised during public testimony. The applicant and staff will answer any additional questions the BOCC may have on the project; the BOCC may or may not take final action on the project at that time.”

Jakubowski continued, “If the sketch plan is approved, the next step in the process will be the submittal of a combined preliminary and final plat application. At that stage, the applicant is required to provide final engineering plans and describe other aspects of the project in greater detail. The combined preliminary and final plat will be subject to noticed public meetings before the Planning Commission and Board of County Commissioners,” said Jakubowski.
