WELCOME DIRECTOR STEPHEN ALLEN

Born in Fremont, California, Stephen Allen and his family have lived in the City of Castle Pines KnightsBridge neighborhood since 2003. Stephen and his wife, Jill, will celebrate their tenth-year wedding anniversary next month. Their beautiful seven year old daughter, Elisabeth, attends second grade at Cherry Hills Christian School in Highlands Ranch.

When asked about what he believes is the Metropolitan District's greatest challenge, Director Allen responds: "Recognizing that much of Colorado is again experiencing below-average snowpack, it seems evident that regional population and water consumption trajectories are on a collision course with shrinking ground water supplies in the Denver Basin Aquifer System from which millions of people annually draw. As a practical matter, I believe the Metropolitan District needs to complete phase three of the InterConnect Pipeline Project and secure more renewable water as quickly and efficiently as possible.

Implementing both of these policies will help offset cost increases for the people of Castle Pines - especially over the long term."

"Having said that," Director Allen continues, "we should all thank the new City Council for beginning the process of withdrawing the costly and divisive Dissolution of the Metropolitan District. Withdrawing that Dissolution will eliminate an unnecessary distraction and enable the Metropolitan District to focus on its core mission."

Stephen Allen earned his Juris Doctorate Degree and a Certificate of Governmental Affairs from the McGeorge School of Law in 1998. He graduated from San Jose State University in 1990 with a B.A. in Political Science and a Minor in Communication Studies.

Stephen Allen works as a commercial litigation and creditor's rights attorney at the law firm of Silverman/Borenstein. He possesses extensive legal experience in appellate practice, researching and filing briefs in the Colorado Supreme Court, the 10th Circuit Court of Appeals and the Colorado Court of Appeals. Stephen Allen's legal expertise extends to regulatory compliance issues, including the Health Insurance Portability and Accountability Act (HIPAA), the Fair Debt Collection Practices Act (FDCPA), and the Federal Communications Commission (FCC). He also serves as amicus curiae counsel to the Colorado Creditors Bar Association in an appeal pending before the Colorado Supreme Court.

Prior to joining the law firm of Silverman/Borenstein, Director Allen worked as a legal editor for LexisNexis.
