“To be recognized with the Distinguished Service Award from the DRCOG is an honor of a lifetime,” stated Penny. “I have loved working with all the communities I’ve had the pleasure of serving, and my work with Castle Pines has been incredibly rewarding.”

Since his appointment as city manager of Castle Pines in 2018, Penny has played a crucial role in implementing new programs and services. He has served in leadership positions in the Colorado Municipal League and the Colorado City and County Managers Association, and he currently serves as the chair of the board of the Colorado Intergovernmental Risk Sharing Agency, the property casualty and workers compensation insurance company for the municipal governments in Colorado.
